Mark Boxer - Senior Vice President, Global Technology Services

Mark Boxer serves as senior vice president, Global Technology Services for ACS. In this role, Boxer oversees the Office of the Chief Information Officer (CIO), the Chief Administrative Officer, the Chief Information Security Officer (CISO), Systems Integration/Implementations Group and the company’s Offshore Application Centers. He also oversees the ACS Health Care Program Office, which is responsible for health care strategy across lines of business.

Prior to joining ACS, Boxer was executive vice president of WellPoint's Operations, Technology and Government Services business unit at the nation’s largest Blue Cross and Blue Shield Plan. In that role, he was responsible for leading information technology, government services and service operations. He previously served in various leadership roles at that company, including chief operations and technology officer, chief information officer, president of Consumer Health Plans, and chief strategy and business development officer.

Before WellPoint, Boxer was senior vice president of Information Technology and eCommerce at CIGNA Health care, and served as chief information officer at Healthsource and as vice president of Technology Operations. Before CIGNA, Mr. Boxer spent ten years with Hewlett Packard, including roles as director of strategic planning, global practice leader for business process services, and director of outsourcing services for the U.S. and Europe, CTO for the corporate IT function and as a business unit CIO. Boxer began his career at Northeast Utilities in engineering and operations management.

Boxer serves on the Board of the University of Connecticut Foundation and with the Stevens Johnson Syndrome Foundation.  He is a business advocate and professional champion for advancing the employment of the disabled, receiving the prestigious 2007 Tony Coelho ADA Award and sharing the 2008 American Association of People with Disabilities “Justice for All” Award with two U.S Congressman. 

Boxer earned his Master of Business Administration degree from the University of Connecticut. He holds a Bachelor of Science degree in Engineering and a Bachelor of Arts degree in physics from the University of Hartford and earned a Master of Science degree in Information Systems from Drexel University.

He has been recognized as one of Computerworld’s “Premier 100” Leaders and by Insurance and Technology Magazine as one of their “Elite Eight” Technologists.
