Tom Burlin is Executive Vice President and Chief Operating Officer of ACS, a position to which he was promoted in 2007. He directs day-to-day operations for the company’s five business groups:
- Government
- Commercial
- Transportation
- Information Technology Solutions
- Business Process Solutions
He previously led ACS’s Government Solutions Group, which comprises more than 40 percent of ACS’ business and contributes more than $2 billion in revenue annually.
Burlin came to ACS in June 2005 after a successful 26-year career with IBM. He has:
- Brought operational leadership and a new market vision to the company’s government outsourcing business
- Transformed ACS’s individual state and local government focus to a global one that is global, including the U.S. Federal market
- Elevated the importance of technological innovation
- Revitalized market growth and enhanced profits significantly.
Immediately before joining ACS, Burlin was a Partner in the U.S. Federal Industry Group of IBM's Business Consulting Services. He was responsible for:
- Sales
- Revenue
- Profit
- Customer satisfaction
His position was unique in that all IBM Global Services offerings to the Federal Government were consolidated under his leadership, including:
- Technology support services
- Outsourcing
- Business consulting services
He was ultimately responsible for $1.5 billion in business.
Prior responsibilities at IBM included Vice President, Federal Industry, where he re-established IBM as a major player in the government market. Beginning from a base business of approximately $250 million, he led a 45 percent CGR over nine consecutive quarters.
Burlin holds a Bachelor’s degree in Biology from Ithaca College and graduated with honors. He has completed numerous management and executive development programs.
